I - Travel BAYS Referees:

Travel Coaches and Referees: 

If you cannot make a game, please notify the BAYS ref assigner (John McKenna) as soon as possible.

 

Please remember, the rule is that a referee “owns” his or her assigned game. If that game is to be rescheduled for any reason other than bad weather, the coach should notify the referee assigner as soon as possible. (This is not necessary for bad weather because the referees will know about the postponement from the fields hotline at 617-928-6061.)   After a new date and field are assigned by the field coordinator, the coach should contact the referee assigner (John McKenna) ASAP.

 

Note: Assistant Referees (a.k.a. linesmen) do not “own” their games. I will attempt to find ARs for the rescheduled game when I am notified of the time and place. However, the coach should notify the ARs if a game is being rescheduled.

 

No referees are assigned for Memorial Day or Columbus Day weekends. We will assign a referee only if coaches confirm that their team is playing that weekend.

 

Coaches:  Please remember that if there is any change to your game – date, time, field – it is your responsibility to contact the BAYS ref assigner (John McKenna) as soon as possible.  If a referee shows up and there is no team present because the game time/place has been changed and the referee not notified, the coach will be asked to pay the referee personally for that game.

 

http://www.newtonsoccer.org/coache2.gifPayment:  In the fall, all BAYS referees are paid by NYS. Payment is made based on game reports completed by all center referees and assistant referees on the BAYS referee assigning system. Checks will be cut 3 times per season.

 

In the spring season, BAYS pays all center referees, and all assistant referees for U-16 and higher games directly.  Assistant referees for U-11 – U-14 games will be paid by NYS. Payment by BAYS and NYS is based on completed game reports filed on the BAYS system by all center and assistant referees. Referees will be paid by BAYS and NYS 3 times per season.

Come learn how to be a soccer referee and qualify to ref in our NYS intramural league this fall. (No one may referee without a referee class.)

You must be in 6th or 7th grade or higher this fall to take the course.

 

ü     Earn extra money doing something that you really enjoy.

ü     Pay is $10 - $16 per game.

ü     Gain experience that could lead to BAYS referee certification by Spring.

ü     Get some exercise.

ü     Help younger players enjoy the game by being the referee you wish you had at games you played in.

 

Please note that this is the only class to be held this fall.  So, if you’d like to become a referee, please be there.

Conduct Toward Referees

There is a critical shortage of qualified youth soccer referees.  Why?  Referees cite repeatedly that they quit refereeing because of the abuse they take from parents, coaches and players.  Many teenagers quickly discontinue refereeing youth soccer games because it is not worth what they are paid to be yelled at, insulted, belittled and threatened.  It does not matter whether you are a coach, a parent, a player or a disinterested fan: don't tolerate a climate that allows yelling at or abusing the referee.  Some guidelines:

  • Support the referee's decisions.  Refereeing soccer, like playing soccer, looks easier from the sidelines then it is on the field.  The field is large, there are a number of players moving both with and away from the ball, and the referee cannot see everything from all angles.
     
  • Understand the laws of the game.  FIFA rules give soccer referees a great deal of discretion.  They are not required to call every single breach of soccer's laws.  Reasonable humans often disagree whether conduct resulted in a breach (depending, of course on whether the breach helps or harms their team).  Under FIFA rules only the referee's opinion counts;  if the referee didn't call it, it is not a foul.
     

·         Support BAYS Zero Tolerance.  No one, except the players, is to speak to the referee during or after the game. Exceptions: Coaches may ask questions before the game, call for substitutions and point out emergencies during the game, or respond to the referee if addressed.

Absolutely no disputing calls, during or after the game, no remarks to the referee to watch certain players or attend to rough play. NO YELLING at the referee, EVER, and no criticism, sarcasm, harassment, intimidation, or feedback of any kind during or after the game.

Violators may be ejected and are subject to disciplinary action by the BAYS Sportsmanship Review Committee.

If coaches or spectators have questions regarding particular calls, rules, or a referee, or wish to give feedback regarding a referee, please contact NYS referee coordinator (johnxmckenna@gmail.com) for the game in question, or contact the BAYS Referees Representative at http://www.bays.org.  If parents disagree with a call they should ask the coach to explain it.  Parents should not question referees directly under any circumstancesPERIOD. 

  • That referee is your neighbor's child.  Quite often youth soccer referees are teenagers.  Treat them, whether or not you agree with their calls, as you would want other adults to treat your child should he or she be in the same position.  Treat them as you would want to be treated if your child was performing a difficult job in a fluid, fast-paced game.
  • Look at the big picture.  Soccer is a GAME.  Most of our youth soccer players will stop playing before high school.  Keep the games in perspective.  If you cannot watch the game without losing control, stay home.

Referee Licensing and Training Requirements

Intramural League.  Each fall NYS conducts an introductory refereeing clinic for children in the eighth grade (or older) who are interested in refereeing intramural games.  The clinic covers basic information about soccer's laws and NYS variations from those laws, how to deal with players and how to deal with coaches and parents.  Small sided soccer also benefits referees-in-training.  Novice referees are assigned to games in the younger grades until they've gained sufficient experience to deal with more, and older, players. Please request a game rule for your grade from the ref assigner.

BAYS.  Referees must be certified by the United States Soccer Federation to work BAYS games.  Each year there are numerous USSF-sanctioned referee licensing clinics in and around Newton for those interested in becoming certified.  The certification course involves approximately 14 hours of classes (typically two three-hour evening sessions and one eight-hour Saturday session) and a written exam.  NYS pays certified referees more than non-certified referees to encourage referees to become certified.  If you’re a current or former NYS participant, NYS will reimburse you for the cost of the course if you take and pass it.

Variations from FIFA rules

Newton Youth Soccer uses standard FIFA rules with the differences described below.  NYS rules are as close as possible to those of the travel leagues while preserving a less competitive nature.

  • Field of Play:  Field sizes are reduced commensurate with the age and number of players.  Field assignments are made with this in mind.  Games are to be played on the assigned fields as marked.  For small-sided games, the penalty area will extend the width of the field as marked.
  • Ball Size:  Grades 1-2:  #3;  Grades 3-6:  #4,  Grades 7-10:  #5
  • Number of Players on Field:  Grade 1: 3 v 3; Grades 2:  4 v 4; Grade 3- 4:  5 v 5; Grade 5:  6 v 6; Grade 6:  8 v 8; Grades 7-10:  8 v 8   In the spirit of good sportsmanship and fun, if a team is shorthanded the other team is encouraged to share players on a rotating basis to make the game fair and competitive.
  • Substitutions:  May be made without the referee's permission at the end of the quarter only.  May be made with the referee's permission before a goal kick or before a kick off following a goal.  There is no substitution on throw ins.
  • Substituting Cautioned Player:  A player that is "cautioned" must leave the field and a substitute may replace him.  The opposing team may make one substitution at the same time.  The "cautioned" player may re-enter the game at the next official time for substitution.
  • Substituting Injured Player:  An injured player that requires a coach to come onto the field must leave the game and be replaced by a substitute.  The opposing team may make one substitution at that time.  The injured player may re-enter the game at the next official time for substitution.
  • Playing Time:  Players must receive, as near as possible, equal playing time.  Experience coaches manage this in a variety of ways.  New coaches are encouraged to use a chart tracking each player's time by quarters.  Don't allow anyone to play a third quarter until all have played two, and don't allow anyone to play a fourth quarter until all have played three.
  • Equipment:  Sneakers or cleated shoes are acceptable.  Cleated soccer shoes are strongly recommended for Grades 1-6 and are required for Grades 7-10.  Shin guards are required for all practices and games.   No jewelry, watches, bracelets, etc. may be worn, EXCEPT medical alert tags, which must be protected with tape.
